High idle

This is my first time posting on the forum. I have come into possession of a 1982 Johnson 15hp. It starts easily and pumps well. But the idle is very high. I don't have a lot of experience with outboards though I am pretty handy with cars and so on. Adjusting the idle speed knob on the side did not seem to help. It's like it's reached it's range and won't slow the idle further. On the carb there is a throttle plate adjustment screw with an allan key head. Strangely, if I screw that in all the way there is still a gap between the screw and the plastic piece it would have to contact in order to adjust the plate. I will try to post a pic. If i take a screwdriver when its running and gently push on that piece, it will close the throttle plate and slow the idle. Short of getting a longer screw, which doesn't seem the right thing to do, what am I to do? Any suggestions what's going on and what to do about it? Thanks

The roller should start to open the carb at the line on the cam. Is your roller in good shape? If it has been replaced does it have the clear cover or is it gone?
