Help with the last Half inch

Hi all
ok so my first attempt at replacing the water pump/impeller on a new to me 1973 9.5 evinrude sportwin. with a lot of helpfrom this forum i was able to get most of the way through it. my problem is getting the lower unit to mate back with the upper unit. i have gooten the linkage back together but cant get it to set the final 1/2 inch. I think the splines need to be aligned or something and Im not sure how to proceed thanks in advance

Take the spark plugs out of it, and turn the flywheel a little as you push the lower unit up (or, put it in gear and turn the prop shaft a bit)

The splines would already have to be engaged, normally 2 or 3 inches would already be inserted into the crank splines to only have a half inch left to seal up. You shouldn't be able to hook up the shift rod linkage until the lower is fully seated unless the rod was either screwed out or pulled up into gear. I would suspect something else is hanging up, normally it's the shift rod, water tube or the exhaust housing.

maybe i just need a little more forcefulness. it sure feels like its already engaged just wanted to be sure before I made a outboard rookie mistake
