Help with spark issue?1 plug not wet

I have a 40 mariner 4 cyl. and the plug wires were on wrong to begin with so I fixed that with new plugs.I then tried to recrank and it had ton more power it seemed but never would bust off.So i then pulled the plugs again and notice the top plug is not wet.What does this mean?It has spark but nothing to ignite.In the manual it states that I should test trigger if low voltage but I got good voltage on all plugs.What could be the problem?Would the plugs being out of firing order having something to do with it?Just having a problem narrowing this down.:(

if 3 plugs are firing right then I would say it isnt wires crossed!
