help with motor id

Found this motor on ebay, was wondering if it could really be a 1989 as listed.

I have a 1985 Johnson 15 hp that has thru hub exhaust.

This 28 hp has the old solid prop with the cone on the end.

Seller has not yet returned my email requesting the model number.

I believe the answer is yes, it could be an '89. All those freaky oddball hp motors have the non-thru hub exhaust style lower units on them, I believe.
