help for a 9.9hp Honda

The cowling has 9.9 on it but I believe it to be 15hp. Model B100S s/n 1300635. Motor was very clean. I cleaned the carb anyway and it run fine. Set about a week now won't start or may run for a few seconds. How many turns open should the needle value be open. Also the pee hole only has a very fast drip not quite a steady stream. Is that about right or not? What is top rpm's for this motor. Will it over rev if run in a tank in neutral? In forward gear will the prop keep the rpm's down in normal range. This kind of motor is all new to me so any help or suggestions would be great Thanks P.S. Found the problem in cleaning the carb I put the float on upside down, therefore gas level was to low (dumb-de-dumb, you can see I need all the help I can get) It still appears to over reving and unsure of water volume.

The only adjustments I can see on this carb are idle and gas. Am I missing another adjustment. Is there an air adjustment on it. What is the right setting for the gas? It does start and run good but not sure of the rpm's. Just a slight turn of the handle and the rpm's goes to 3000-4000 in neutral. Any ideas or suggestions. Thanks

The throttle linkage between the the carb and the throttle can be a little dicey.Start there.After that you will be looking at float levels,etc,etc.

The manual for my 9.9 says the WOT rpm range is 5-6K.
