Fuel problem with 2001 75 4 stroke

I just put my old engine on a new boat. Took it out and it had a tough start. Idled for awhile, bogged down coming up to speed and ran great at full power. Pulling the throttle seemed to flood the engine and restart was again very difficult. Called the dealer, he said the choke was sticking and to run some carb cleaner through it. Examining the engine, it doesn't have a choke it has two enrichment valves. I put engine cleaner in it but now it idles for a minute and then dies and doesn't restart until it sits for awhile. Okay, advice.

I'm getting an ohm meter, but could it be the electrothermal valve?
The new boat does not have a choke on the controls like my old one. (key pushed in) Does that matter?
Does it sound like I'm going to have to rebuild the carbs?
