force 9.9 forward gear

I have a 95 force 9.9 with very low hours. Last time I used it, it lost it's forward direction. It looks like it is slipping where the clutch is pressed into the gear. My question is, can the gear be fixed, and is this a common problem with this motor?

Check prop hub/shear pin.

Prop hub/shear pin is ok. reverse works fine to. When shifted into forward you can her it engage in the lower unit, but the prop turns by hand (with a some resistance). in neutral the prop spins free, and in reverse the engine trys to turn over. When I removed the lower unit and shifted into the forward direction I could see the forward gear turn with the prop shaft and clutch dog staying stationary.
