Excessive voltage when running 1992 Johnson 115SPL

Batteries are good; I pulled them and brought them in to check and they're fine. When idling I get a good reading on my voltmeter at ~13.5, but when I am running it slowly starts climbing as high as 16+. This happens with either battery and verified by my multitester. It sounds like the voltage regulator or rectifier is going bad, but I don't know how to test this or even where they are on this engine. I admit I don't even know enough to be dangerous, so any help that keeps me from being dangerous would be greatly appreciated. Thank you.

Sounds like you have covered your bases and you do in fact have a bad rec/reg, this isn't that uncommon, but unfortunately CDI (hiss, boo....Over priced Chinese rebrands) seems to have the after-market on Johnson battery charge stuff............Appears that you have a combo and the OEM part is rectifier/regulator all in one here at iboats. To replace, just follow the yellow brick wires out from under the flywheel. Do double check I have the right part though before you drop $250

Factory unit appears to be less than $150.------Need a new gasket too.----If you can pull the flywheel yourself you can save $100 shop fees.
