Engine housing

I have a 1990 40hp Johnson that I need to do a rebuild on. I have taken all external components (carbs, contols,etc) off of engine, however I cant get to 1 out of 4 bolts that engine mounts to exhaust housing. It looks like the engine shroud itself is 2 parts that should come off giving me access to these . I'm talking about the part that the cover sits on and locks to. Any help would be great. Thanks

The lower cowling comes off in two pieces. There are one screw by front latch, one screw by rear latch, and one underneath just in front of the down housing. Remove those 3 screws and both sides come off allowing access to powerhead bolts.
