Electric primer solenoid "valve"?

My 1986 evinrude 40hp has a primer solenoid with a "valve" on it that looks like a valve on a bicycle tire while the "new" 1985 40 hp I have on the boat solenoid doesn't. Whats the difference?:confused:

It's a place to injcet foggging oil and decarbonizer. You can just spray the same products straight into the carburetor throats. If you want to upgrade, there are kits available with just that valve/lever. Easy to install, just loosen the cap and swap them out. Then put the cap back on.

What that valve allows is aerosol products to be injected via the primer hoses. thing I don't particularly like is that it leaves a lot of the product in the hoses when it comes time to start and you want gas in them.

Thanks for clearing that up for me the 1985 engine is suspect as the previous owner seemed to skip diagnostics and went right to replacing parts.Could you help with my fuel pump inquiry too? I just posted a thread:)
