Electric feel pump

I have a 92 SEARAY with a 4.3 and four barrel carburetor when it sits for over a week I have to turn the key over and over and over again and pump the throttle to get it to start, the question I have a friend of mine told me what I need to do is turn the key on let it sit for about three minutes for the electric feel pump to put the fuel back in the carburetor then he says pump it once and started and I just tried that and it worked I just want to know does that sound right because I’ve had this boat for two years ,thank you

Ayuh,..... Sorta,..... Except the fuel pump shouldn't be runnin' with just the key on,.....

The fuel pump should run when the starter is engaged, or with the motor runnin' with oil pressure,.....

Which carb? The rochesters would leak fuel when sitting when the welsh plugs start to leak
