In addition to complying with zoning and environmental regs (no way under the Chesapeake Bay Conservation Act), you need one that is weatherproof, especially for wind and well anchored, rust proof, and bump proof--the legs have to withstand your pontoon bumping it (yes, it will). The legs hav eo tbe long enough to be secured to the bottom--buried but not sinking--and to give you enough clearance to get the floating boat in and out andf accomodate water level rises.
Now, if you had a floating pier with finger piers on each side and the right size for the legs, or mooring pilings placed exactly where the legs would go, maybe. If you have a lift, over the lift.
But in the end, the prefab structures are too flimsy and you need to build a proper roof.
