Choke plate on a mercruiser 3.0

When i stop the engine and try to restart it doesn't want to start turns over but doesn't fire. When it is running i notice the choke plate just flops around the electric choke does keep it from closing but it will move about 80% of the full movement of the plate. When i have trouble starting it I manually close the choke plate and it fires right up. I adjusted the electric chock so when its cold it is just closed. My question is should the choke plate just be flopping if so could i be missing a spring or something somewhere?

found the issue myself found the screw that holds the cam that the idol screw rides on not screwed in the center so the cam wasn't properly aligned
