Carb Question

Pulled off the cover from the carbs. What are the little things circled in the photo? Also should there be an air filter anywhere?

Outboards can have "filter like" devices, however, these are to muffle air intake noise.

Those tubes look like orifices' for mid range or off idle.

I posted on another thread: engine has sat for 8 years unused. Got a leak down test with bad results and a was told it was shot. After some reading, think it's salvageable. Plan right now is to replace head gaskets, replace fuel lines, and clean out carbs and then run with cleaner and see where I'm at. So today I pulled off that cover to look at the carbs.
