Bogging under load

1995 Johnson 65 Commercial Tiller o/b. Motor starts good, idles well but underload bogs down. Have replaced control pack, plugs, all ignition coils, spark plugs and only using new fresh gas. With carb cover removed observed a white milky colored substance in carb throat. Flushed gas through carbs and white substance was flushed out. Restarted engine started well, runs well until under load. Removed carb cover and white substance back in carbs. Any advise welcome and desperately needed. Thanks in advance. Dan

the white milky substance sounds like you have water in your fuel.

i installed a water seperator on my bass boat, cause i have 2 small obs and on the '64 evin 18hp i went to the creek and jerked on that %$^ thing for an hour...pulled off the cowl(hood) and the little glass bowl was white -cleaned it out pumped the gas and it started then died.....did this several times.....so i took it home poured out 3gals of gas put in some new gas drained the carb and she fired first pull

I would agree with David on that one my old mans boat had the same problem ... seems it is a bad idea to forget to do the fuel cap up properly :)

install a fuel/water separating filter, and clean and rebuild the carbs, then do a link n sinc. http://forums.iboats.com/showthread.php?t=244013

A carb kits not always necessary. Its more security in having it run. I jut cleaned my Johnson 33 and carb looked great seals ext. I have cleaned over 40+ carbs and only did 1 rebuild on a chainsaw cause the fuel pump flap was lose. But it is a good idea and their very cheap. Also cleaned my fuel pump out and didn't rebuild it looked fine. I am going to during the winter. If you don't know what to look for then get a new kit. I also always have liquid gasket in my shop. Hardening and non hardening. They both work good but the hardening is more permanent and hard to get off. If you need to get it running and don't have a week to wait for a new one it work great and its 100% custom.
