Thats because its pinned to the other side of the fixed dock. Originaly the boat was much closer and when she ran off the road the car fell down hitting the boat at this time she crawls out her door which is still close to land. But as the car pressed against the boat it started pushing it away from shore. Also the tide is probably going out which would cause the boat to drop thus pulling the car to this point.
