The steering wheel has a lot of play, and feels extremely loose between the 10 and 2 o'clock positions. However, when turned to steer the motor it takes a LOT of effort to turn the wheel. It feels hardest when turning all the way left.

So far I've greased all the fittings on the motor, with no change. It seems like it's a problem with one of the cables, but not sure where to start troubleshooting.

Not uncommon to need a new cable. You have used yours for quite awhile. Disconnect the engine end of the center cable and see what happens. Follow the resistance. One of the cables means you have two. Disconnect both at the engine and then (having never done it) disconnect at the steering wheel.
