I have resolved my no start condition and found it to be the sensor for the water separator filter. It's either the sensor that screws on the bottom of the filter canister, or something in the sensing circuit that is the problem and I do not know how to diagnose any further. My Clymer manual doesn't explain anything on this subject.

I'm sure this is the culprit because I have drained the filter and vapor separator five times now, and have not found water present. The red light on the module beneath the EFI box comes on if I leave the sensor wire connected and the motor will not start. If I disconnect the wire, the motor starts and runs fine. According to my owner's manual, the red light comes on to indicate a full (of water) separator.

Anyone know how to test these components to see which is bad?
