95 Evinrude 9.9 / 4 stroke / tilt

I just picked up a 9.9 four stroke model number EIOFEXEOC. I want to use it for a kicker on my 2005 Trophy 2052, with an OMC brackett. It appears that the motor will only tilt down to a state that is about 10 degrees up from parallel to the mounting plate. I need it to go down as far as possible to get the depth since it is only a 25" shaft (not 30"). It seems as though it should go down to past parallel but I do not see a way to do it. Ideas? Thanks

Have you pulled the tilt pin out and moved it to the holes closest to the transom?

yes- I have even pulled the pin completely and tried to drop it. I think I am going to have to cant the bracket a bit

It might help if you could post a picture of the motor hanging off the back of your boat ...
