You have spark so that is taken care of. If you have fresh fuel, you need to pull it into the firing chambers and cranking should do that. The only problem is that you need a lot more gas when the engine is cold, especially if it has been sitting awhile.
So try this: Pump the bulb to get fuel into the carburetor bowls, then push the key in to activate the primer solenoid and keep holding it in while cranking until the engine fires.
Make sure that the red pointer on the primer solenoid is parallel to the solenoid's cylindrical base.
