91 Cobra Lower Unit ?

I have a 91 Cobra that has a water/air leak in the lower unit. Do I have to pull the upper unit before I can drop the lower unit?

I don't think so but why not do it as long as you half the job done. Then, you can inspect the entire outdrive.

Before you seperate the 2 halves, pull the drive, drain the gear oil and do a pressure test to determine where the leak is. Once you pull the drive apart you won't have a clue where the leak is. The reason you want to pull the drive is to see if the leak is at the driveshaft input plus you want to see if there is any water in the bellows.

Yep you have to pull the whole thing off first...there's no way the lower would come off with the drive on the boat because the bellcrank fits into the shift rod...in fact to split the drive you have to turn the end of the shift rod sideways so that the end of the rod will clear the housing to let the lower drop down....
