'89 50 hp Evinrude lower unit

I am getting water in my lower unit gearcase as indicated by milky oil when I drain it. I changed the water pump and the o-ring on the shift shaft. It is not coming from the prop shaft since I still seem to get water in the lower unit oil when I test run it with the water hose and boot in my driveway. Any suggestions.

If you know for sure before you ran engine on hose that the lower unit was devoid of water then the only other place it would tend to enter is the driveshaft seal under the waterpump.

I flushed out the lower unit with new gear lube and then refilled it. There could have been some residual amounts of old mikly fluid left in the gearcase. Could a small amount of residual milky gearcase lube cause a complete refill to turn mikly again?
