88 yamaha 115 oil resistor not getting power and won't refill main tank on motor

I have a 1988 yami 115 that is not receiving power to the big fill tank thus not refilling the smaller tank mounted on the motor. the emergency fill switch on the motor does nothing....
does anyone have a wiring diagram or does anyone have any experience in removing the system all together? I know the removal has been covered before but this thing is driving me crazy.

Not sure what a resistor has to do with this oil filling.

Service manual should have the info you are looking for( wiring diagram)
