88 Mercury 100 HP Outboard

I have a 1988 100 HP Mercury outboard. I have taken it out 6 times this year and I have had no issues. It fired up great and ran great the whole time. Last time I took it out it ran great all day until I went to bring it back into the dock and as I brought it back into neutral the engine stalled out. After that I could not get it to fire back up unless I put the throttle most of the way forward. It fires great and idles great at about 3,000 RPM's but when I bring the throttle back to neutral and it drops below 1500-2000 RPM's, it stalls out again. I cannot get it to idle long enough to bring the throttle back into neutral and put it in gear. I have no issue with starting it at the higher RPM's but I cannot get it to idle in neutral. I replaced all the spark plugs, fuel filter and replace the gas bulb and line prior to taking it out this year. The engine has been rebuilt with-in the last 3 years also, so hopefully it is not an internal engine problem. Does anyone have an idea as to what this could be?
