84 Force 85 h.p. bogs down at wot

I have an 85 h.p. force on a 16ft bayliner capri that runs great until its throttled all the way then it bogs down and sounds like it wants to die. it loses power for a second and then it comes back to normal. It will do this every 10-15 sec if i leave at wot. but if i back off the throttle at all it runs fine. starts great runs great until its throttled all the way..I need ideas on what the problem might be?? fairly new boat to me what i do know is the last owner told me had the carbs professionally rebuilt. I also put new plugs in it this year. any help would be great!

Possibly starved for fuel?? Make sure the gas tank vent line is not closed or plugged. Replace the fuel pump diaphragm if it has not been done recently.
