6hp Chrysler starter assembly question

I've got a Chrysler 6hp, model number 62HH about a 1975, and I broke the pinion on the starter assembly so I replaced it with a new one, but now the starter cord doesn't automatically rewind all the way back...almost a foot is left hanging. I've tried everything I can think of without having a manual to get it to rewind. Is there some kind of method to do this, or is the recoil spring not springing as much as it should be?
Thanks in advance.

Life for you and your motor will be better with a
service manual.
If its not binding you need more spring tension
or maybe you can cheat and take the handle off and
fish a few more wraps of rope around the spool
then cut it to a length so it recoils tight.
Never did this on your type motor but who
Knows??

sloopy do you mean the stopper knot on the spool or the pull-handle? And do you mean turning the spool shaft two extra times? Or do you mean before I put the pinion retaining pin through the spool shaft? As we can all see, this darn thing is more complicated than it sounds, so 'ol steelspike gives very sound advice.
