The starter will not engage, the solenoid has voltage when key turned, have cleaned the solenoid contacts, worked first time, now nothing.

Clean the battery terminals. Dirty terminals will cause all kinds of voltage drops. Make sure all of the grounds are clean and tight. And make sure the battery cables are in overall good condition. Not corroded or damaged. Post back. Let us know what you find.

Do you have power to the tirminal on the starter itself?
Are your batteries fully charged?
Does it click or make any sound?
Very well could be a defective starter. It could be engaged into the flywheel and just won't turn.

If you have a prestolite starter and need one, I have a rebuilt one I'd really like to wave goodbye to.
