Alright I'm confused I've been trying to get this thing running right by dialing in the carb which was completely messed up by the previous owner.
I'm using the manual and it says the pump lever clearance should be .010-.015 inches mine requires tightening the nut almost all the way down to get any separation at all and at this point the lever doesn't engage and squirt till about 1/2 throttle is that right? It was set so far down that at idle it was pushing on it lightly and given any throttle at all released a squirt. I know nothing about carbeurators so no idea what it's supposed to do and not do just what the manual says to do.

Sorry the complete details for the carb are as follows.
Holley list 80321,
350 CFM model 2300-2v,
OMC part number 986510.

In reading the manual I've found that it's definitely the cause of my power issue "accelerator pump stroke, hesitation or acceleration lag throughout the rpm range" I just am not sure how to correct it.

I think your talking about the pump over ride setting as in pic below. Are you holding the throttle in the wide open position and the pump rod should be fully compressed when measuring?

Yeah that's the adjustment I was referring to and Ohhhh that makes much more sense nope wasn't holding it wide open I'll try that way I'm really not a carb guy and appreciate the explanation. I'll report back and add my next question if that works out. Thank you AllDodge.

I am even more confused now than I was before. This doesn't seem right to me at all but it could just be my lack of knowledge. There doesn't seem to be any way to gain seperation at full thtottle.

In post 4, number 2 "pump operating lever fully depressed", which means you should push the pump lever down away from the arm, while holding the crab at WOT. You should be able to get a feeler gauge in there. The pump has a spring inside it which is pushing against the arm. My guess is this is not your issue

Oh alright so I guess that is set right then. Onto the next thing then with the power issue. As for the carburetor is there an in neutral recommended rpm or do I have to set the rpm in gear at idle only?

Most 4 cylinder motors are set in gear idling. Not knowing what year yours is

Thanks AllDodge it's a 92 I guess I'll find a helper or pay someone to drive the boat while I fiddle have to set the timing like that too so I'll get both done at once.

You could just tie the boat to the dock or keep it on the trailer at the ramp and put it in gear. That amount of thrust should not bother anything. Yes, your engine is set at 650-700 in forward gear according to manual 13

Could be the wrong cam on throttle shaft...the little plastic thing the shift arm rides on....They make many different sizes

Thanks for the tip 888 I'll look into that as soon as I get the timing taken care of. It's quite possible it's wrong I wouldn't put it past the previous owner to do that too.
