I installed a 2014 mercury 9.9 kicker on my fishing boat, I bought a new 14 pin cable and ignition as it did not come with one. The motor runs just fine if you start it with the rope. I can turn it off by turning the ignition off, but I cannot start it by turning the ignition key to start. I tested voltage coming to the ignition and starter wire coming out of the ignition. Both are doing what they are supposed to be doing. I did not attach a safety lanyard to the wiring harness. Will that affect anything? Any ideas why this would be happening. The fuse at the motor is intact.
