2005 honda bf50 lower impeller housing seal question

this outdrive cooked the impeller housing and in replacing it, the old lower sectin had 2 seals for the driveshaft and when removing them i found that they are both installed in the same direction. spring side down. now shouldnt they be upper seal, spring side up and lower seal, spring side down to keepo waterfrom entering and oil from escaping?
