2003 75 ELPTO overheat alarm

As long as motor is running >3000 rpm the alarm never sounds. If you run it for 10-15 minutes below that, the alarm sounds (constant tone); increase throttle back to >3000 rpm the alarm will stop.

Previous owner had oil reservoir and water pump replaced trying to fix the problem to no avail.

I have the shop manual, but I am not real sure where to start.
