1995 Evinrude 130 hp shift rod tube corrosion. Is it serviceable?

I have corrosion inside the shift rod tube (if that’s what is called). I sprayed water outside around what looks like seals/grommets and water was seeping inside the tube. Are those parts serviceable? The service manual and part diagrams has no information.

The corrosion is inside the shift rod tube (the third picture). I was able to remove the rubber seal and it was barely holding on. I hope that was the source of the water going inside the tube.

The swivel tube fills with water every time motor sets in water. Thats just a deflection seal made sponge rubber and plastic carrier...about $40 to replace both.
