1993 evinrude 60 fuel pump problems?

Gentleman. I originally thought I had an electrical issue with my motor starting intermittently. Every once in awhile it will sputter and seem like it is going to fire. Today I decided to hold the key a little longer and presto she fired. Runs like crap and I have to keep choking it for it to run. Does this point to a possible problem with my fuel pump. It is worth noting that the vro pump has been taken off of this motor. Any troubleshooting procedures I can do. Thanks everyone for the great advice thus far

Sounds like the carbs, try cleaning the little passages with some small electrical wires and spray it with carb cleaner through those small orifice holes

i forgot to mention that when i squeezed the primer bulb while cranking is when the motor decided to fire right up.

Yes that does point to the pump.
Check the filter just before it isnt blocked too
