1992 115 mercury any ideas?

i have a 1992 115 mercury
my problem is it at about 4000rpms and its running hot Ive switch out
the impeller already and Ive got a good steady stream of water and the poppets been changed to any ideas would be greatly appreciated thank you

Could you have a problem with the oil pump linkage where it doesn't advance it from the 100 to 1 at idle to the 50 to 1 at full throttle?
I would try a tank with pre mixed oil and gas to see if that helped. It won't hurt it to run with the extra oil for a bit.
