1989 X270 Tilt & Trim

I just purchased a a 1989 X270 with a 100HP evinrude. The tilt and trim will only work when the ignition switch is in the on position. This is from any of the three tilt switches. Is this correct or shouldn't it have power at all times? Makes it difficult to raise the motor to install the toter bar.

my 89 Ac150 AeroCobra ( essentially same hull with different "options") works with the key off.
I only have buttons on the throttle at the control box and one at the front switch panel. There is not one at the back.
