Sorry, can't tell what you mean by "power at". When you turn the key, do you have 12V at one of the small terminals on the solenoid? If true, and the solenoid doesn't click, is the other small terminal grounded? Should be. If it DOES click and no power to starter motor, bad cable or solenoid.
If no voltage to the small terminal when you turn the key, check FUSE, neutral start switch, and wiring between control and motor. Oh um...are you sure you have it in neutral?
EDIT. Should have said, ALWAYS start at the heart---the battery. Fully charged? Cable connections clean and tight? Don't just look at them, take them off and clean them shiny bright. Any bad spots in the cables?
