1986 Mercury 60hp outboard starter problem

I was out last week on biscayne bay...the engine was running fine the whole out and half way back...i stopped running and shut it off for about 10 minutes to wait out a storm...when i went to start it back up , i got nothing except a weird electrical sound coming from the motor...my first instinct is the starter motor...i order a new one and install it...same thing...i checked all the electrical wires , made sure the battery was fully charged...cleaned the connections...nothing...could this be a problem with the solenoid or voltage regulator???

Could be problem with ignition switch, solenoid, cables or connections to solenoid, ignition, motor quick disconnect etc. You need to jumper you starte solenoid's primary circuit and see if the starter spins. If so, then voltage from the ign switch is low or none. If not, you have a bad solenoid, starter cable, battery cable etc.
