1964 evinrude carb question

what are the adjustment specs for a 1964 evinrude 60 hp outboard carb it is a 2 brl i have it at 2 turns is that too much? Also what would cause this motor to go from idle to wide open when put into gear . I took it out of gear and it still was revvin to the moon. I suspected that the float was soaking up fuel and allowing the bowl to run over into the venturi I tested this theory by letting the float sit in water over night and it didnt soak up a drop so here I am confused as a baby in a topless bar. can anyone help me ? I also need to know where the kill wire is I was told it was yellow and black but not a single wire in the whole boat is colored like that.Is is the wire that is connected to the little button that rides on the distrbutor flywheel? can I wire in my own? once again help!
