150 black max turbo starting

Hey I have an older mercury 150 black max turbo that once it starts it runs great and has no issues. If I take the cover off the carburetors it will start no problem and run in the water fine all day. If the cover is on it may fire but will not start. If it is running without cover I can put it in for a while and then it seems to either load up or just not be getting enough air. Is this maybe just a carburetor adjustment? Any info would be great thanks.

Possibly an exhaust leak and your sucking in spent air. Other will chime in I’m sure.

In the pic posted, if that is the water line under the bottom of cowl the engine is eating its own exhaust.
