I have a 1970 17 foot vhull boat 13.75 by 21 prop, I was wondering if there is a better size and pitch or if this is the max application, we usually just putt around, not real concerned with top speed.
The prop you have is fine for puttering. If your trying to see if it's proped correctly then you need to see what your recomended WOT (wide open throttle) Run it up to WOT if it's less then your over proped, If the WOT is higher than recomended than your under proped. My opinion is if your not going to run it WOT at all you could run the next pitch up and you'll putter at less rpms saving fuel.

The usual pitch for your setup would probably be a 19".
If you aren't concerned about reaching the recommended max rpm's, or concerned about your top speed, then keep what you have...until you need to replace the prop. It is always a good idea to have a spare prop on board (including the necessary prop nut, etc.), and that would be a good reason to go ahead and pick up a 19" prop. Don't forget to have one of those plastic (floating) prop wrenches...and a short piece of a 2x4!
