115 Johnson Ocean Proc Starter Problem?

Hi,<br /> I have a 2000 Johnson Ocean Pro 115 HP, with what may be a starter problem. The engine tryed to turn over once, but there after when I tryed starting the engine I could only here what sounded<br />like the starter motor spinning but not engaging into the flywheel. I did notice the voltage was around 12 volts on the instrument panel, where it usually reads 14 or so. Could a low battery cause this condition or does this sound like a starter problem? Thanks for your reply.

It could be either.<br /><br />Do these things.<br /><br />1. Re-charge battery.<br /><br />2. Check the ground cable where it attaches to the engine. Remove it and clean it.<br /><br />3. Walk the starter drive (by hand) up starte drive shaft. While doing this, spray a LIGHT coating of WD-40 on the shaft.

Is the starter drive easy to access? Currently I don't have the shop manuel, but I guess I should purchase one.
