09 Tahoe Q5I, drain on seat cooler rear

Hello Everyone, just took the tahoe out again to Lake Roosevelt, here in Az . And I noticed the rear seat storage cooler on the left of the back on the boat had water in it, so I checked and there are hoses that connect to a drain on the back of the boat, below the water line. Am I supposed to have a plug in that? And if not is the a valve in the hoses that only allows water to flow one way? Any answers appreciated. I don't have a manual for this boat. And it's my first running boat I have ever had, so trying to figure out everything. Found several issues after I took her home but have them all worked out now, like speedo , was inoperable because vent on drive was plugged up, lights didn't work, found a wire disconnected, you know small issues that come up with Years of previous owner use. The hose connects to this hole on the transome

Also the area I'm talking about is under the seat in the rear of the boat, which can be a a cooler area fill with ice or storage, which I use for storage, it filled about 1/3 of the way up

put a plug in the drain line on both ends if not using as a cooler. put a plug on the inside end if using as a cooler. (pull plug while underway or on trailer to drain water)

Thank you, that was my plan, but wanted it to be right, the way it came that's why the question
