    Tiny bugs like to plug-up the tell-tail & beyond causing very little water to pass through. Remove the the hose & feed picture wire through and try to rotate go as far as you possibly can. Are you sure the water tube is secured into the powerhead and not leaking?

    There's your answer! running it without a prop will make it sound like a misfire! put a prop on and it will not sound like it. They can tear that's an easy check (although I'm not familiar with your engine)

    Update; Found the "overload" tap/contact had broken off & was able to re-attach with a tiny rivet. Cleaned the armature & rust off the spool / oiled the shaft and she spinning/pumping as it should

    Thank you Jiggz !! The Stator is original '87 I had; No fire on any cylinder then I disconnected both kill-wires at stud (separate them from each other) #1 &#2 started firing but (NOT #3 & #4) so I replace pack for #3 & #4 Now nothing fires again. I will check the voltage-output first before...

    A faulty rectifier can cause the ignition-system to misfire at high-speed Are you using the correct spark-plug that this engine is prescribed? Are you running this on muffs or in a test tank in gear? Ideally it would be best to run it on water full tilt for a bit to clear/clean the whole system

    Have you tried to see if it misfires with the rectifier disconnected?

    The relays only control the power supply to either green or blue wire - one wire to each brush
