Yeah, they can be a bugger to come off without damaging
Inspect the tapered part of the shaft & fly-wheel it may need some good cleaning (don't loose the key)
IF??? your fingernail get caught on the grooves it will need a re-bore
If not, than a honing stone will clean-up the glazed cylinder-wall
These engines do not have sleeves!

I guess I should of worded it different, maybe like this;
Once the float valve is closed, the line to the enrichment valve is gravity fed.
When the float valve opens (due to low fuel in the bowl) it would be.
IF my memory serve me correct....the fuel-line to the enrichment-valve was connected to the bowl?
This line would get filled/fuel flowing from the fuel pressure;
Initially by the primer bulb / followed by the fuel pump during the cranking /running of the engine

You don't "set" your timing-light this feature is for 4-stroke engines to adjust the advancement.
With a 2-stroke you only use the flash pointed @ (in this case) 28 degrees mark
