    Your best bet is to load up your boat and put in the water then check with a tape measure or do you have a water line mark on your transom to measure to. My guess is the boat needs a foot to float in with motor tilted all the way up.

    Gasket glue for autimotive trim gaskets is usually used, I have used "goop" shoe glue with great sucess, your call.

    No...they do rust if water gets inside. They are a form of galvanized steel so as long as a gas/oil mix is left in them, rust is rare, but neglected tanks will rust clean thru. Look into inside the tank, if any rust...pass on it and look for another one ! With any care at all the inside...

    Sometimes that foam can be easily "melted/dissolved" with something like acetone. Test it on your tank but pretty sure acetone won't bother your tank material. Might be pretty messy but the foam can be dissolved with the right stuff.

    I agree but with today's fuels adding an extra filter does not hurt anything. I always use clear so I can see if anything is in it. On occasion the inline filter showed gunk and easily changed out and when the pump filter was checked it was clean. I prefer to catch the crud where it is easier...

    Yes, some air pressure might make the tank expand slightly to break the seal of the foam. Not sure how your acess is to the bottom of the tank, but if you can reach it, I would use a nice sharp fillet knife rather than a power tool. By hand, the tank would not be damaged by the fillet knife...
