The head bolts needed tightening. That's all. I'm no expert, but I think most hard starting 96+ 99's and 15s can be solved by removing the lower cowling and tightening the head bolts. I also feel the 93-95's are more robust ( my favorite years for that block )

Based on the decals that's a 95 Johnson. Difference between the 15 and the 9.9 that year is only the carb and 2 stickers (front and back).
Simple stuff first. Rebuild the carb with an OEM kit and replace everything. Just because a carb looks clean doesn't mean it is . Gaskets, needle, float...
First straighten it as Racerone mentioned.
To reconnect the rod:
Unscrew / unbolt the 3 bolts that hold the pull start assembly.
Make sure the tab it's supposed to go into, is pointing down.
I've found the easiest way to get it in is to force a finger in the tab and tilt the entire assembly...
The issue with vaping is that it's too convenient.
You don't have to go outside, and commit to an entire cigarette. One pull is enough.
Out of boredom you might just vape more often, indoors, because it so easy.
