    What motor are we talking about? Most have a grease fitting in the middle of the tilt tube to grease the rod. I have a “steering Guard” on mine which has a lube port plus o-rings to seal the tube from water intrusion. Screws on the starboard side.

    A loose cable will cause voltage surges The regulator is monitoring battery voltage to regulate the flow of current. If it sees a voltage drop at the battery, it will increase the current in an attempt to keep up. Could simply just be the rectifier/voltage regulator is on the way out.
