    Could be your thermostat. Blow compressed air or pressurized water while its open. Check your telltale line as well. As others have mentioned either you don't have enough water (add more water than you think you need) or there is a blockage somewhere.

    Take it apart and adjust it. Your spring pinion is bouncing all over the place. If you had a 93 or newer you would never have this problem.

    Johnson 1995 15's are beautiful machines. The QL82C is a hotter equivalent of the QL77JC4 , though I'm not sure if your manual specs it for your 95. In theory it should work just the same. You might have accidentally increased the idle speed knob at the end of the tiller handle or something...
