    Is the motor TBI or Carb? The 99 to 2000 was TBI with MEFI-3 ECM and TB5 distributor Which ignition do you have? If it's TB5 then the Rev limiter is closer to 5K They did have a in gear switch on the motors yet

    Find a place that sells welding gas, they probably also sell nitrogen Nitrogen is very cold (frost bite in a second) so would need good gloves. Spray the plug and fitting, then wrench (crescent maybe, plug will get smaller) on it and smack wrench with hammer. Most glues can't take freezing

    Does fuel pressure stay steady between 31-39 psi when surging? Manual list several items but most revolve around fuel pressure, throttle body and vacuum leaks

    Is this the sensor you replaced? If this was replaced then it's probably a bad connection, chaffed wire, or ECM issue.

    2-4-C is a lubricant and no issue with its use Permatex is good Don't worry about pressure build up in the reservoir because there isn't much if nay there, all pressure is inside pump and system

    It is, and for most part it turns everything ON so labeling fuel is ok It could be you have an issue with an injector, coil, alternator and several other things. Disconnect several things, turn ignition ON and start reconnecting one at a time
