    That Hose, is likely part of the Oil Recirculation System, and needs to be connected to where it is supposed to go. You will need a Spark Gap Tester to test if the Spark is Strong enough

    You are running 4200 with 4 people. Do you usually have 4 people in the Boat? If fewer, you might over rev. If you have 2 or 3 in the boat and a Tube, you still be fine.     Replacing the Gasket, may or may not result in fixing it. The Water Jacket Cover may have warped, if it ever had gotten too Hot. I replaced the Gasket twice on one of my motors, lasted longer when installed without Sealer. Replacing the Water Jacket Cover solved the problem.

    Does this Engine have a Choke, or does it use a Fuel Enrichment system in leu of a Choke, and are you using it? Is this a Problem all the Time, or just when the Engine is Cold? Are you advancing the Throttle, in neutral, when trying to start? 98% of 2 Stroke Outboards have the Carbs fully closed...

    Backfiring could be the Result of Cross Firing due to Inductance from one Plug Wire to another. Often happens after wires are "relocated/rerouted" from original positions, and/or the Insulation is weak. Tying them together, may look tidier, but can create many Ignition Problems

    I was referring to the Line(hose) between the Pump and the Carb. Can look fine on the outside, but be a mess on the inside. I know you added a Fuel Pump, but if the Hose is original, it is 70 yrs old and likely in poor condition. Alcohol in the Gas certainly doesn't help

    You may have a Blockage in, or an internal collapse of the Fuel Line between the Pump and Carb. How old are the Lines?

If you have to readjust the Idle Speed(which can happen when you change Props), you will need to do so with the Throttle Cable off, or removed from the Cable Anchor, and the Cable Length readjusted once the Idle Speed is adjusted, again with Preload.
